Weatherization Assistance Program
The federal Weatherization Assistance Program began in 1976 in response to the energy crisis. The U.S. Department of Energy provides funding for the program. In Louisiana, the Louisiana Housing Corporation and LACAP administer the funds through a network of agencies that provide weatherization services in every parish in the state.
Low Income Energy Assistance Program
The Low Income Home Energy Assistance Program (LIHEAP) is a Federally-funded program that helps keep families safe and healthy through initiatives that assist families with energy costs. In Louisiana, the Louisiana Housing Corporation and LACAP administer the funds through a network of agencies that provide LIHEAP services  in every parish in the state.

About LACAP

Louisiana Association of Community Action Partnerships strives to elevate the social and economic standards of Louisiana’s economically disadvantaged residents through 42 Community Action Agencies statewide. LACAP’s three major functions are (1) To provide an organization through which all Community Action Agencies can work together to further the goals and objectives of said organization; (2) To bring about more effective cooperation between Community Action Agencies and other agencies that have similar objectives; and (3) To participate in and strengthen the professional organizations of the Community Action Agencies. There are 42 Community Action Agencies in Louisiana and we serve all 64 parishes of the state. Of the 42 agencies, twenty-six are private non-profits and sixteen are public agencies housed in entities of government. Twenty-two of our agencies are Head Start providers. Each year our agencies assist over 650,000 Louisiana residents.
